The Mission of OISP

Mission – supporting elaboration of social policy of Kyrgyzstan.

1.Goals(substantial):

  • Development of tools for social policy entities;
  • Formation of approaches to social policy from the position of capacity building of country development.

2. Problems (organizational):

  • Actualisation of conceptual working out of program actions;
  • The analysis of trends, processes, risks in social sphere;
  • Coordination of researches and analytical work in the declared sphere.
The conceptual plan of OISP

Kyrgyzstan. A reference point.

On a dale of social expenses in gross national product Kyrgyzstan comes nearer to the developed countries OECD which repeatedly lags behind on gross national product level per capita. The price of risks and threats grows in social sphere.

The severe shortage of budgetary financing of social sphere at catastrophically low payment has led to life expectancy falling of Kyrgyz population, to decrease in quality of an average and higher education, ageing of the academic science, irreplaceable losses in a cultural heritage, to the general decrease in a mental potential of the country, coincided with primitivization to labour activity in economy.

Action Plan on strengthening of possibilities of social policy of a civil society in Kyrgyzstan.

The goal - on the basis of assistance to elaborating of social policy of Kyrgyzstan to create OISP in a format of a dialogue platform for development and realization of actions on the basis of RCE.

Structure of Open Institute of Social Policy (OISP).

Estimation of possible risks of organizational structure of OISP:

  • Gap in the institute name. A situation when the institute name will not correspond to the work content.
  • Organizational gap. The simplified scheme of management - "director" - "expert" - becomes isolated for individual work. It is focused in a greater degree on execution, than on creative search. There can be gaps in the organization of collective actions for the benefit of institute.
  • Organizational gap. The plan of orientation to work on departments too can lead to the executive content of work. Responsibility of divisions of OISIS for an end-product can be in that case belittled.
