Using the concept of social mobilization as a tool giving people a possibility to organize the own collective actions by resource and knowledge consolidation required for solving of general problems and tasks, Resource Centre for elderly people enables elderly people to organize own democratic managed groups or communal organizations (the self-help groups or initiative groups) through diversified support of groups.

Since 1991 Resource Centre has established more than 127 Self Help Groups of elderly persons (SHGs) and 5 Federations of Self Help Groups of the elderly persons (FSHGs) in Chuy and Issyk-Kul oblasts, which main activity is  association of the  created SHGs into the  united foundation for providing morally - psychological, social and material support for the elderly persons, representation of their rights and interests in governmental agencies, execution activity directed at achievement of social stability and increasing of living standards of the group members.

Activation of the elderly people in solving own problems through capacity building and organizational stability of SHGs and Federations - is a primary task of social work for Resource centre for elderly persons. 

   In this direction employees of Social unit of the Centre lead the annual intense strategic activity on SHG and FSHG development, realizing the following types of the activities:
- Co-ordination of activity of the Federation of Self Help Groups of the elderly persons;
- Conducting trainings and lectures of the social nature for elderly persons;                              
- Organization of training actions on complex development for Self Help Groups of elderly persons and their Federations; 
- Consultancy of the Self Help Groups of elderly persons and their Federations on the issues of development;
-  Assistance to stability of institutional and organizational development of Federations of Self Help Groups for elderly persons;
- Monitoring and estimation of activity of the Self Help Groups of elderly persons and their Federation;
- Estimation of the necessities and needs of the elderly people;
- Development and project realization, directed on development of the Self Help Groups of the elderly persons and their Federations;
- Organization of visits on exchange experience in the purpose of potential increasing of the Self Help Groups of the elderly persons and their Federations;
- networking and partner's liaison with government institutions, business and other interested parties for sustainable development of Self Help Groups of elderly persons and their Federations.

SHGs and FSHGs established by Resource Centre for elderly persons are constantly and actively involved in working group activity under the Government of the Kyrgyz Republic on development of the national social programs and strategies on qualitative improvement of lives of the elderly people of Kyrgyzstan.
