Basing on the principle of legality, tolerance, fair practices and constant improvement, legal department of the Resource Centre is engaged in advancement of interests and rights of the elderly people on legal level.

The mission of the department is constant support in system improvement on ensuring the access to base and legal services for achievement of qualitative level of the life support for the elderly people.

The goal of the department activity is to improve of the elderly status through the legislative consolidation of guarantees on realization of rights and freedoms, ensuring the access to legal services through the free consultancy and base trainings.

Through organization of meetings, round tables, consultations, coordination of FSHG, SHG activists, trainings on legal platforms for the target groups’ members, agreements conclusion with the legal institutions and other NGOs, the department provides promotion of the target groups’ interests.

The department employees perform the continuous work on system improvement for the base service access which is concluded in comprehensive legal support for the target groups:

- providing a free consultation in Balykchy city and Bishkek city;
- organization of circuit consultations in FSHG and SHG;
- organization of the meetings with the departments of local government and government institutions on the issues of efficiency and quality of the base services performance;
- involving of volunteers with the juridical education to cover the wide range of the target groups on legal support issues; 
- monitoring of efficiency and quality of the provided services on a local level;
- monitoring of the legislation observance issues in the field of the base services provision;
- conducting of meetings with deputies and concerned parties on issues of relevant bills promotion;
- development of regulatory legal acts with the governmental working groups on improvement of the system of access to base services;
- participation in conferences and in other activities on promotion of target groups interests.

           
One of the important directions of the legal department’s activity  is work on advocacy and lobbying, that is concluded in information collection and orientation of activities on promotion of the bill "About the elderly people" by holding of monthly leaders club that includes civilian sector representatives, holding meetings with deputies, participation in parliamentary hearings, consideration, revising and development of the bill with working groups, expansion of the relationships.

Implementation of the multiple priority tasks in accordance with the mission of the organization and concept of the department allows defining the department as united and goal-directed mechanism in achievement of the Resource Centre strategic goals, as well as helps to improve the quality of the services provided to the elderly population in the Kyrgyz Republic.
