Since 2007 Public Association "Resource Center for elderly persons" functions in the frame of projects AсtCA on prevention of emergency situations.

For establishment of intersectoral interaction with the administrations of the unified state warning systems and liquidation of emergency situations, within the framework of project "Prevention and Preparedness of elderly persons’ communities and public associations in the Kyrgyz Republic to emergency situations" in Issyk- Kul and Chui oblasts there were established 15 voluntary rescue teams (VRT). The Commanders of the teams have been trained at the centre of training of rescuers under the Ministry of Emergency Situations (MES) of the KR and had relevant certificates and licenses, enabling to conduct searching-and-rescuing operations, as well as a right to work with rescuing facilities and technique.

Within the framework of concluded Agreement about partnership between "Resource Center for elderly persons" and MES KR there was determined a goal for creating of public rescue teams throughout republic and conducting training workshops on safety rules during emergency situations.

In 2008 -2009 under the further project implementation there were created 19 rescue teams additionally formed from adults and children.

Resource Center for the elderly persons is the first organization amongst partner organizations on ActCA in the Kyrgyz Republic, which introduced among the voluntary rescue teams the alternative energy sources, which are successfully used in communities and spread among the region people.

Up-to-date specialists of Resource Center for the elderly persons in cooperation with MES KR experts, the Peace Corps volunteers and local authorities have established 31 trained teams of VRT created from adults and elderly persons and 3 school children rescue teams (SRT).

The teams already today are making contribution in ensuring ecological safety of the country population: VRT of the village Shabdan is one of the first that has reacted on the car accident happened in 2008, having shown high discipline in people saving at extraction the injured from the turned bus. Children from the orphanage "House of the generations" who have become members of VRT in 2007 occasionally being the witnesses of car accident happened on the road, have extracted the injured from the salon of the car and have rendered the well-timed medical help to the injured before the arrival of first aid. On May 2009 in the Temir-Kanat village of Ton rayon, Issyk-Kul oblast, with support of VRT there were carried out actions on mitigation of emergency situations risks under ActCA financial support. With the support of VRT, highly in the mountains there was channel holed, where the riverbed directed and the lock for regulation of the water flow volume installed. Summarizing the results of mitigation work, there was eliminated threat of flooding the houses and farmland for the down gradient villages with a mountain river. The village inhabitants were specifically grateful for teams of VRT for care about the population welfare.

Since the 1st of September 2009 Resource Center for the elderly persons is implementing the project "Adaptation of local communities of the elderly persons in Issyk - Kul, Chui and Talas oblasts in Kyrgyzstan to the modern climate change conditions". The main goal of this project is adaptation of local communities of the elderly persons in Issyk - Kul, Chui and Talas oblasts in Kyrgyzstan to the modern climate change conditions through the introduction of the alternative energy sources into the practice of stable life necessities for the vulnerable population and conservations of ecological systems of Kyrgyzstan.

Within the framework of this project there were carried out workshops for VRTs on topics about climate change, trainings on construction of greenhouse and dryer, as well as about problems of clean water in Kyrgyzstan. There were organized exchange visits for the representatives of VRTs, SHGs in Issyk-Kul, Chui oblasts, for using the partner's organization experience - Mehr-Shavkat, Osh city, on construction of greenhouses, on drop irrigation methods and the double harvesting.

It is planned construction greenhouses on project realization in the regions of country, development of sanitary-hygienic services using alternative energy sources in the Day Care Centre for the elderly persons in Balykchy city, as well as it is planned to conduct training for schoolchildren on environmental protection and on adaptation measures to the climate change in the republic.
